A BILL making a supplementary appropriation of public moneys out
of the treasury from the balance of moneys remaining as an
unappropriated surplus balance in the state fund, general
revenue, to the governor's office, fund 0101, fiscal year
2001, organization 0100, all supplementing and amending the
appropriation for the fiscal year ending the thirtieth day
of June, two thousand one.

WHEREAS, The governor submitted to the Legislature the
executive budget document, dated February 14, 2001, which
included a statement of the state fund, general revenue, setting
forth therein the cash balance and investments as of July 1,
2000, and further included the estimate of revenues for the
fiscal year 2001, less net appropriation balances forwarded and
regular appropriations for the fiscal year 2001; and

WHEREAS, It appears from the governor's executive budget
document there now remains an unappropriated surplus balance in the state treasury which is available for appropriation during
the fiscal year ending the thirtieth day of June, two thousand
one; therefore
Be it enacted by the Legislature of West Virginia:

That the total appropriation for the fiscal year ending the
thirtieth day of June, two thousand one, to fund 0101, fiscal
year 2001, organization 0100, be supplemented and amended by
increasing the total appropriation by eight hundred fifty
thousand dollars as follows:

Any unexpended balance remaining in the appropriation for
unclassified - surplus (fund 0101, activity 097) at the close of
fiscal year 2001 is hereby reappropriated for expenditure during
the fiscal year 2002.

The purpose of this bill is to supplement this account in
the budget act for the fiscal year ending the thirtieth day of
June, two thousand one, by increasing the existing appropriation
for personal services by four hundred thousand dollars, employee
benefits by one hundred thousand dollars, and unclassified by
three hundred fifty thousand dollars, for expenditure during the
fiscal year two thousand one.
